T.S.R and the Citizens

For the last two decades insurgency  has vitiated the normalcy of Tripura. The amity between the tribal and the non-tribal is now threatened.  Even then the security force-public interface in its real term has come out as the Keyword for effective functioning of TSR units in interior areas and for restoration of normalcy and peace in Tripura.

(a) How we can help the citizen

Common people  are peace loving. As disturbance of peaceful environment affects social fiber, presence of security forces in an area caters to the  needs of safety and security of  the people. Fighting against insurgents, protection of lives and properties of the citizens, maintenance of law and order with the help of civil police are the main services provided by the TSR personnel to the people.

The TSR personnel also serve by distribution of medicines, providing basic amenities to the poor people through civic action or health camps, donating blood,  extending necessary assistance at the time of epidemic or in any natural calamity.

(b) How people may help us

Intelligence and counter action are reciprocal to each other. People can help themselves by sharing and disseminating intelligence in respect of location of hideouts, movements of extremists.  We will be handicapped in the field of counter -insurgency operation if we do not continue to get pin point information. Here the people are our pivotal assets.

Mutual Cooperation, trust and belief between the people of Tripura and the T.S.R. personnel shall usher a new era in Tripura, which shall be free from any sort of unholy antinational activities.

WELFARE FACILITIES TO A MEMBER OF T.S.R. BNS OF TRIPURA POLICE

Welfare facilities extended to a member of a T.S.R. Battalion of Tripura Police may be divided in two categories viz. (1)  general facilities  provided by the Government and insurance companies and applicable to all Battalions,  (2) miscellaneous welfare schemes taken up by different Battalions for welfare of its members and the people. 

1. Financial Assistance :-

  In cases of death or permanent invalidation leading to discharge from service the T.S.R. personnel or his kin will get :-

(a) Rs. 300,000 - during actual conduct of anti-extremist operation.

(b) Rs. 200,000 - during extremist violence other than  in anti-extremist operation.

2. Extra ordinary family pension :- The Tripura Govt. Employees (Extraordinary Family Pension and Extraordinary Disability Pension ) Rules 1988 is applicable to a member of the Rifles, who dies or is invalided out of service as a result of an encounter with or a violence by extremists. As per rule 6 of these Rules, the widow of a government servant will be entitled to a family pension equivalent to the last pay drawn by the deceased for a period of seven years or up to the day on which the deceased would have retired from service in normal course (whichever is later).

 

3. Die-in-harness scheme :-

The Govt. of Tripura has made a provision for employment of one member of the family of the deceased police personnel provided there is no earning member in the family. There is also a provision for providing financial assistance to the next of kin of the employee who dies in harness but is survived by an earning member of the family.

 

4. Special disability leave as per rule 40 of the leave Rules:-

Authority competent to grant leave may grant special disability leave to a Govt. servant  disabled by injury inflicted or caused in consequence of the performance of his official duties. Special disability leave shall be counted as on duty in calculating service for pension and shall not be debited against the leave account.

5. Re-imbursement of cost of treatment for personal injury in extremist violence or in course of any other official work :-

There is a special provision for re-imbursement of cost of treatment for injury caused by extremist violence or in course of discharge of all forms of official duties. There is  provision for payment of medical advance in similar situations.

6. Reward for exemplary courage displayed in counter insurgency operation  :-

The Govt. of Tripura has substantially increased the quantum of reward for displaying exemplary courage and skill while carrying out anti-insurgency operation (Vide No. F/1(21)-PD/98 dated 01-08-99 of the Home Dept.)

7. Merit promotion :-

Out of turn promotion can be given to a person who has distinguished himself  by an act of courage or outstanding dedication or extraordinary resourcefulness.

8. Insurance coverage :- A group personal accident insurance policy has been introduced in TSR. At present all rank and file of TSR Battalions have been insured for Rs. 200,000 for one year at a premium of Rs. 222/- under this scheme of Oriental Insurance Company.

9. Loan Fund :-

A loan fund has been opened in TSR Battalions out of welfare funds. All personnel of TSR Battlions can get a loan out of this fund on account of house repairing, marriage, liquidation of debt etc. The amount shall be recovered in 10 installments with 10% simple interest.

Welfare packages for Special Task Force (STF) :-

Special Task Force is a part of the 5th and 6th TSR Battalions. Members of STF come under purview of the following special welfare packages :-

(i) On joining STF, the personnel concerned is entitled to get one advance increment. There is also provision for two advance increments on completion of 2 years satisfactory service.

(ii) All the personnel joining STF come under insurance coverage of Rs. 550,000. The premiums are borne by the Government.If any member of STF dies or becomes permanently physically disabled during the discharge of his duty his family shall get the assured sum.

(iii) All the members of STF shall get the following special allowances  :

a) N.C.O/Constable - Rs. 1000 per month

b) Sub-Inspector of Police to Dy. S.P. - Rs. 1500 per month

(iv) All the members of STF shall get free medical aid.

(v) For displaying exemplary courage & skill, for recovery of arms & ammunitions and for causing arrest of hard core extremist, the Director General of Police can reward cash amounting Rs. 7,500/-. The State Govt. can reward with any amount  of cash for such exemplary work.

(vi) Relaxation of terms and conditions for promotion on completion of two years satisfactory service.

(vii) No Court shall take cognizance against a member of STF discharging his duty without prior sanction of the Govt.
