Common Integrated Police Application i.e. CIPA Project was developed by NIC and was introduced as a pilot project with future target of replacing the CCIS (Crime Criminal Information System) which was running in Tripura State during that time. This Linux based project started function in 5 Police Stations under West Tripura District in the first part of December, 2006. Under Phase-I, 10% of total Police Stations and in Phase-II, 30% of Police Stations were covered under CIPA Project.
The main objective of the CIPA Project is to automate the work flow of registration, investigation and prosecution of causes at the Police Station level.
In Phase –I, NCRB has provided hardware and other accessories earmarked for 5 Police Stations, namely West Agartala PS, East Agartala PS, Amtali PS, Bishalgarh PS and Ranirbazar PS in the last part of 2006 through NIC, Tripura. Installation of hardware and other accessories started from January, 2007.
In CIPA Phase-II, 17 Police Stations were earmarked and NCRB provided hardware, UPS, Printers and other accessories to 16 Police Stations. Installations of hardware have been completed and training on CIPA software in those earmarked Police stations under CIPA Phase-II was done by STA and TA’s.
Training on use of CIPA software among Police Station officers and men of the above noted 5 Police Stations got started February 2007.
Technical Assistant (TA) and Senior Technical Assistant (STA) were engaged for hand holds support and training of Police station officers. Few officers working under SCRB organization were also imparted training g on CIPA Software and its operation.
With the introduction of CCTNS Project (Erstwhile CIPA Project) which seems to be a much more intense project in terms of police computerization with a public interface, CIPA takes a back seat. Nevertheless, data capturing at police station level in our state is still continuing in the CIPA format and the data so captured will be integrated into the forthcoming CCTNS Project.
